Cloudy water (hazy water) is when there is dirt, debris or algae suspended in the water.  There are usually a few reasons for this:  (1) the filter is compacted with too much debris and incapable of cleaning any more water;  (2)  the chemical balance may be improperly sanitized and bacteria (algae) is present;  (3)   the filter isn't being circulated long enough to clean the entire water supply.   Refer to filters.

Solution:

If filter is dirty backwash and clean filter thoroughly then circulate 24 to 48 hours or until water is clear.

If bacteria (algae) is present:   Backwash and clean filter then shock pool with sanitizer and circulate pool or spa until it clears up.
